I don't think it's worth it, at least for now. I mostly run personal websites (and a few niche blogs for my freelancing) that use Google Analytics, so all I could do is add a sidebar notice that says "Hey, this blog uses Google Analytics. Block it in your browser if you don't want its cookie." Same goes for some forums I own and run for fun. This law makes me think of when I was 16 and started making websites for fun, and I knew nothing about cookies. Imagine... a teenager fined for running a blog because they didn't put up a warning that they're using something they don't even know about.
